BOMA/GLA Permitting Reform Clears Legislature After Sacramento Advocacy

BOMA/GLA-backed permitting reform is one step closer to becoming law—and our members helped get it there.

AB 2418, legislation co-sponsored by BOMA/GLA to address lengthy commercial permitting delays, has officially passed the California Legislature and is headed to the Governor’s desk.

The milestone comes just weeks after BOMA/GLA members traveled to Sacramento for the California Commercial Real Estate Summit, where we met directly with lawmakers from across the Los Angeles region and made the case for practical reforms that can help commercial real estate.

AB 2418 was a major part of those conversations.

What You Need to Know

Our members shared what permitting delays look like on the ground: projects sitting in review, tenant improvements taking longer than expected, rising costs, and businesses waiting to move into spaces.

AB 2418 would create a path for qualified private plan review when local jurisdictions are unable to meet established review timelines.

The goal is not to bypass local oversight, but to give projects another option when permitting delays become unreasonable.

The bill received unanimous support in the Assembly before passing the Senate 38–0.

The Assembly has now concurred in the Senate amendments, completing the Legislature’s work on the bill and sending it toward the Governor.

Why it Matters

This is exactly why BOMA/GLA goes to Sacramento.

Policy decisions affecting commercial real estate are being made every day, and it matters that lawmakers hear directly from the people who own, manage, and operate buildings.

Our members didn't just follow AB 2418 from home. They went to the Capitol and advocated for it.

They sat across from legislators, explained the challenges facing our industry, and supported a policy that could make a real difference for properties throughout California.

Now, one of the policies we went to Sacramento to advocate for has cleared the Legislature.

That is BOMA/GLA advocacy in action.
