2025 Advocacy Wins Protect California CRE

California Business Properties Association (CBPA) has released its 2025 Annual Report, highlighting a year of major advocacy victories, CEQA and building code reforms.

What You Need to Know

CBPA tracked over 400 bills and actively engaged on more than 200, successfully killing or amending over 50 measures that would have added costs or liabilities for commercial real estate. This included proposals for rent caps, vacancy taxes, and new leasing mandates.

BOMA/GLA actively supports these efforts alongside CBPA and BOMA California to protect local members.

Highlights:

Commercial unlawful detainers: AB 1384 keeps commercial unlawful detainers on a fast 5–7 day track, preserving owners’ ability to address tenant defaults quickly.

CEQA and building code reforms: AB 130 and SB 131 cut CEQA red tape for mixed-use infill projects, potentially saving 10–20% in compliance costs and supporting up to 50,000 jobs by 2030.

The building code “pause” moves to a three-year update cycle for commercial codes and six years for housing, reducing surprises and near-term compliance costs by 3–6%.
